It looks more like a natural chert cobble to me. From what I can see in the pictures the break and edges appear time/water/weather worn rather than worked by man. There are a lot of cobbles in the creeks where I hunt in Illinois like yours. I suppose it could be a reduction flake but it doesn't look like one to me.

The pictures do not clearly show the percussion scars, ripples or bulbs so the natural weathering approach doesn't seem to fit here. If it were natural, freeze thaw would break off flakes without impact scars or marks. Also, this was found on high ground, not in a water source.
I agree that the pictures are fair at best and do not show the true details.
