strap

Possibly brass? The most interesting find for today happened to be this, hopefully its recognizable by someone? I dont know... just about 4 inches but it seems to have been broken off atleast at the top if not the bottom too.

It is a strap that is weighted on both ends and in the center is a bowl that is attached. Have no clue what it is or what is was used for?
