The 2003 Richmond $1 notes had only 160,000 notes printed for Run 3.
For modern $1 FRNs, a run of 640,000 notes is considered a low run. 320,000 is obviously lower than that and the notes are twice as hard to find.
Now, with the 2003 Richmond $1s, the THIRD run only had 160,000 notes. So the serials will run from E06400001* through E06560000*.
So for the collectors that collect star notes BY RUN, this run is especially hard to snag, because not only is it from a very very low run (the lowest actually of any modern star run), but it is also the third run, so the serials don't really stand out. If it were from the first run, they would be easier to spot since they would all be lower serial numbers (E00000001* through E00160000*). But since they fall in the third run of serial numbers they don't get saved as often and thus even less make it out of circulation and get held for collecting purposes.
Does that make sense?
P.S. you are definitely correct about the 2003 $1 D-*s and F-*s, they all hold a pretty good premium. For those, they both had only 320,000 notes printed total.
