1800's Navy badge??

I went out after work the other day and found an assortment of items. The most interesting appears to be some sort of Naval badge.


Most of the time when I find these thin molded copper items they usually date into the mid 1800's. I'm not sure about this one though.


I was not able to find any matches for it via a Google image search, I kept on getting the Marine insignia.


The back has all of the gold gilt left on it. Also, it looks like it has two sets of "tabs" that would probably push through fabric, and then fold back to hold in place.


I can imagine this being on some sort of hat or cap, or maybe on the front of someone’s jacket.


Does anyone have any idea what it is, or when it dates to? It seems to be military, however it could just as easily be some kids badge from the 1800's or something.

Nice find.
I "think" if it was a military cap badge would have had a different type attachment ?
 

where was this anchor thing found at. near a maritime high school or college.
