was this a Midget telling the Story ?

A juvenile BF would be about that size. You would still call it gigantic due to its enormous frame size.

The area where the writer saw his was somewhere between "Upper Cottonwood Creek Wildlife Area" and "Pacheco State Park".

The original article referred to "Orestimba CReek", which is not too far away from "The San Luis National Wildlife Refuge".
