That appears to be a "smoker's" knife, the odd end is for tamping down tobacco in pipes. I don't think it is 19th century but without a maker's mark it will never be known.
 

Never heard of one but that seems logical. Never know what your gonna dig and you learn something new all the time in this hobby. By the way, dont see any makers mark on it. The wood would probablybe gone if it was 19th century too

Google smoker's knife and go to "images", and you will see many and see that the knife you found is indeed one. I have been collecting knives for over 50 years and know a bit about such things. It is more likely that the handle scales were jigged cow bone rather than wood, but if it is indeed wood it would likely be even newer than 1930s.

Thanks for the help. I never thought it could be cow bone but it might be.
