Could also possibly be railway related? I found it some time ago at my favourite 1890s English military site. Was cleaning out my phone and found this pic.

Camera F-stops: 3.8, 5.6, 8, 11, 16, 22

Likely either used by a photographer to set up a lens aperture or a repair shop to verify opening size.

Though larger numbers mean smaller openings so that would have measured the "leaf" and not the opening.
