18th Century Miniature Oil Painting

I need the experts assistance. I have an 18th Century (dated 1749) miniature oil painting in a ceramic frame. I need assistance identifying the artist's name, and where you think this was done. I've heard New England, French or European. It measures 4"Wx3"H, it is oval and the glass covering is beveled. The artist's name starts with Re.....?
Any information is greatly appreciated. I thank you for your assistance and knowledge.

Hello Sticks,

I think this is supposed to look like old Flemish country scene. I don't believe it is anywhere close to 1749. The signature and the color of paint of same is discordant with the painting, and not in keeping with that period.

What does the back of the painting look like? What material is it painted on? Who frames paintings under glass?

I think it is Parisian sidewalk art of the last 50 years, without some indications to the contrary.
