1903 Brazil (Indiana) Vehicle Tag

I found this tag in Brazil, Indiana. My first thought was that it was probably used as a buggy tag. Or could it have been for a car? Does anyone know anything about this one?

In 1903, probably any vehicle except a horse. Car, buckboard, freight wagon?
