I believe the words are "San Francisco/Sept 1904" "Pacific Commandery No.8" and are associated with the Knights Templar.
In San Francisco they had their 28th trienniel conclave on the first Tuesday of Sept 1904.

Yep its a California Masonic Knights Templar Badge. I think its the "Pacific Commandery No.3" in Sonora.

Thanks; still trying to ID the image. Appears to be several people in a rejoicing pose (hands raised) in front of a kneeling person holding a standard topped with a cross.
