1908 Baltimore pin

Help me out guys, I can make out three of the four words. Public ---- league 1908. Baltimore.
It was obviously a pin at one time, looks like a man wearing a loin cloth holding a staff or rope.

Maybe an early Baltimore Public Athletic League pin? I've seen another pin where a similar figure is throwing something.

Thanks for the feedback guys! I appreciate that link taz. It makes sense, I dug it in a old Baltimore park where I think there were homes in the early 1900's. I dug a WWI collar pin about 50 feet away last week. There's absolutely nothing on google about this pin.
