This was a pattern coin minted in 1942 to test the alloy used in the 1943 Steel Cents.
That's neat I didn't even know those existed. Always cool to pick up some interesting knowledge.
 

There are literally dozens of pattern coins made by the US mint. Here's a pattern coin for the Double Eagle that was never used.
The obverse side with the Indian was eventually used on the $10 dollar gold coin.
