Not seeing it.
It's not a true double die, what you have is a cud, an extra piece of metal, filling in the "9". Still an error however.

Most likely a chipped die caused the filled 9.

I know this is a couple of weeks old, but let's give correct info. The correct term if it had been would be "doubled" die. Also, cuds are connected to the rim.
