1965 Roosevelt Dime: Damage or Mint Error?

Need help on this one!
This is the best I can do with photos. The distorted letters are just pushed aside rather than removed.

Likely caught in some type of machinery before ejected, so Post Mint damage!

Thanks for responding. Since you like error coins- I got several 2016 P dimes in change the other day. 3 of them have the mint damage at the bottom of the torch on the hand cover.
