1970 s penny small date?

I found this in my mother's change. She let me go through her change today. To me, it looks like the Liberty he is kind of weak, and the Seven is level with the 9 and 0. Both of these are signs that this is a 1970 s small date.

I'm taking this to a friend of mine who analyzes coins for a living. However, I want to know what you guys think.
