It is a small date. The doubling looks good but there is some glare that makes it difficult. The weak strike in ER in Liberty is indicative of the small date variety. The inner curve of the 9 is the tell-tale indicator of the small date variety. See if you can get some more photos or a scan of the obverse.

I agree with the former posts. It's a great find! You should most certainly have it verified by the above mentioned experts.
