1971 error coin?

What is this type of error called and does it have any value it is a 1971

The upper left hand corner doesn't have the same finish as the rest of the coin
 

Is it on the other side too? If not, it could have had something laying on it and the exposed area came into contact with some chemical which caused it to change color.

I would guess that’s what happened. It appears like staining/discoloration that could take place after being in circulation.
 

The copper layer could be missing, meaning the planchet could be defective.
 

That is just stained. There is no copper layer in the mid 1982 and before brass cents, so it can't be that.
Agreed. I somehow missed the 1971 date.
