While it is really hard to make an assessment of the coin due to the poor lighting, I believe it is two fold. It appears that there is a slight amount of Machine Doubling on the Obverse resulting from a minor shift in the Die due to hydraulic chatter in the press but there also appears to be some Post-Mint Damage as well.
