1982 Penny Error?

I was going through my coins and found this. The coin is like it wasn't dyed right. There is nothing there. The inside has the Lincoln Memorial. Is this an error?

the only error made in 82 was the mint changed from copper to zinc.

By the way, I realize how this coin got to be this way. All thanks to "Pedro the coin cutter". A coin artist, makes great stuff, this was a just-started piece he was making for a customer. He was going to make artwork out of this coin, but the customer didn't want to pay. He was so insulted, he stopped shortly after starting, and told the customer never to return.
