1991 Denmark pewter What is it??

Picked it up at a thrift store. And I can't figure out what it has those holes for. I'm pretty sure it is pewter. The lid comes off. No markings on the bottom and four holes. Please help.

Also its only about 2 &1/2'' tall so its not a toothbrush holder.

That was my first thought as well. I would think a potpourri dish would be a little more ornate though.
