1998 dime with no ridges?

This dime looks like it missed the first step in the process, and has no ridges. It does not looked filed, it looks rounded on the rim. any thoughts?

This dime is a bit thicker than a regular dime, and on the observe it has a lip. If the ridges were worn down, this dime would be smaller than a normal dime, but because of the bowed, or rounded rim, it is actually slightly bigger. If you can explain how a dime would wear in this manner I would love to hear it.
