1849 partial date. clogged die?

This is one of many coins that I received from my late grandfather's estate. I don't have any information about them unfortunately. am not certain but it does look like the date area has been cleaned. I don't think it was altered after it was struck. Let me know what you think.

Quite likely a clogged die on the 1, the rest looks strong.
