Don't know if it's an heel plate Mike, the lead letter could be some sort of token. The area as produced a few of these things.

Looks closest to S1794, broken annulets by crown, although the one on the left looks more like a pellet with a wedge out ?.

Yea could be ...but what is the mark to the right not seen that on HenryV pennys, usually a mullet there
