2 something's I am not sure of

Found these 2 pieces (technically 3, but 2 are the same thing) where I was finding some civil war items, but as usual, there is some more turn of the century stuff around as well. So could be from range of time periods. Any idea what these items are?

Possibly components to an old electric fence

I've never paid attention to how auto wire harness would attach to a car body, but this would work. I don't know so much about the fence because it would require an insulator. This thing basically looks like the plastic equivalent used today.

The other piece was somehow used to maintain a perspective between to thin pieces. They were each fastened between the two sets of flat pieces and anchored with the center bolt. The pins on the sides were to keep them from rotating but beyond that I'm lost!
