2002D ohio quarter with rough surface

Not as rough as the other quarter I posted. Strange texture. Looks different from other Ohio quarters. TY for your opionions. Value?

Or it was found with a metal detector and has been tumbled to make it look more "normal".

Tumbling common clad to make it easier to spend is not an issue. I know from experience that banks and cashiers don't want (and sometimes won't accept) coins right out of the ground if they are dirty and discolored.
