I tried to post the best pictures hoping you all could see them. I found this Bicentennial Quarter in a roll of Quarters I received today. The Quarter appears to have swelling around the torch area. The arm appears to be affected by the swelling as well. Please view the photos to the best of your ability.

I'm going to say it has been in a fire possibly.

I agree, definitely heat damaged. The heat causes the outer copper nickel layer to separate and bubble up.
