I think this was a joke pointing to the fact that Mr. Schultz dumped all those pennies before. Dark was referring to the person who paid with the coins and not the OP.

Why is it that people think that when a business passes along it's cost to its customers, it is doing something new or wrong? That is just how business works. Maybe next time the University just won't tell you what the tuition increase is for.

College is so expensive because they can charge whatever they want since many people use government subsidized loans to pay for them.
