A long (1.55") whatsit. bullet?

I found this today. It is 1.5560" (39.52mm) long and weighs 100 grains. The end of it looks like the tip of bullet to me, but I dont know much about bullets. midway down the length there is a ~2mm groove.

Any Ideas?

It does look like a spot welding electrode, or one of the spark gap electrodes for a TIG welder.
It should be solid copper if it is.
