It most definitely could be a tie clip, it's an awesome find.
 
There was a topic about these 3D coins about a year ago...lots of info...don't know if I can find it, but I'll try.

As I recall, Somebody down in Florida found one of those
back in September.

Tie Clasp! I have one like it, w/o the neat chain and coin. The bent part slides out on the one I have. It's with my old stuff somewhere in the house. I'll try to find it and post a pic. It's old, for sure. Awesome find!!!!!! ;D

That sure is one unique find you have there. It almost looks like it could have been a coin, but I do recall seeing a coin like that.
Anyway, I like it.
