A sterling silver tiffany and co ??

What in the world is this? It's marked Tiffany and co makers sterling C. I paid $1 and had no idea on the maker until i started to polish it.











I thought maybe a whine bottle top maybe? We flew up to Erie pa this weekend this was one of $4 I spent. Some sterling rosary pieces, a toy from 1986 new in the box and my husband got a nerelco razor. One place had 1969 proof sets, she wanted $10 each! So that was it! Didn't buy them though.
