aluminum coin, token? can't figure this one out.

along with an EF 1964 Washington i got the other day, I dug this item that I simply cannot find anywhere. I took the best pic I could and did a pencil rub of both sides (pdf file attached). Hope you all can help me identify this item.
It is aluminum, about 14.5 mm, with a number ten in a circle with 10 stars in a recess on one side, and another circle on back with multiple circles going around it. Hope you can see the pencil rub of this to help.
