Looks more like a strap fastener. It was probably braded onto something like heavy fabric or even metal and a strap went through it? Monty

I see where your going with that, i think the hole in the middle was not ment to be there but someone poked it there :P

I think the hole in the middle was for a brad that held the fabric in place. Reminds me of a suspenders apparatice.
