no Idea the U.S., c.i.a. ? someone created them in a Mass Quantity & apparently
spread them all over the Philippians.

Problem... the U.S. now says they are Counterfeit .

so for all intents & purposes they are considered Counterfeit.
you can't sue the U.S. for your money.
or read all secret Documents.



only excuse I can think, the U.S. Bought the Philippians for Billions of Dollars.
Then after they had it Reneged on the deal. but the dates don't fit
