Have been trying to identify this for a very long time...
Obtained from collector knowing no nothing about it. Consider it to be somehow connected with Eastern Orthodox Church.
Solid brass Double-Eagle wearing 2-crowns, wings projecting up, surrounded by wreath, 8-point star (Redemption/God?) above with 2-winged angel/cherub affixed; no markings anywhere, and back is blank.
Already contacted several Orthodox church headquarters and libraries; no identification. Angel-Star over Double Eagle.webp
 

The top portion is a guardian angel. The bottom does resemble the double headed eagle with olive branch of the Orthodox Church but without the scepter and orb in the talons.
