ANother Bullet to ID

I don't have anywhere to hunt so I thought I would pester Y'all with a bullet ID. I found these bullets in the same hole while hunting camp sites in the Hagerstown, Md. area many years ago.
The 69 rang up loud and clear and was easy to find. I scanned the hole before filling it back in and got a faint signal that turned out to be the second, much smaller bullet.
Can anyone tell me what the small one is?

When I was a kid there were some low powered ammunition called CB Caps. Possibly a bullet from one of them.

At one time long ago there was a whole series of small caliber rimfire guns called "Velodogs". Believe it or not they were designed to shoot dogs if they tried to attack you when riding your old high wheel bicycle. Falling off those things from 6' up could cause a serious injury and there was no PETA around then. That was back when men were men and so were some of the women! Monty
