Another item unearthed in Panama (the country)

I have no idea what this small metallic item is. It looks more modern to me but was found near an old '49er gold rush camp. Ideas from anyone?

If I had a better photo, I would be more sure.

But, if you want to do a search for 'silver testing kit', they are pretty cheap.

It looks like the top seal of a small bottle with a strip torn out to break the seal.
Like what I've seen on medical bottles.
