Could be from a pistol competition. Or maybe like we got in the military for competitions. Id say try to see if you can find any history where you found it about any old police shooting competitions or some police academy nearby.

And as for age. Its tough look into local police stations also see when they converted because they are all probably using glocks now could even talk to some of the older cops in the area and see what they say.
