I'd guess a strap went through the slot and the item was riveted to something. The rivets seem to have metal corrosion all around them and no traces of leather or fabric. So I'd guess it was attached to a canteen or part of an outdoor cooking kit or something similar.

Thanks for the insight. I'll start looking cook kits and canteens and see if it can find anything similar!

Yeah, Part of a flap-latch off some kind of pouch or bag.
