Can anyone tell me more about this item like specifics on age and locale?

It says scandanavian, and I know it has latin on the rim. Very neat piece.

I personally don't think its very old probably 10 or 20 years old, it has modern manufactured screws and the end figures look like they are soldered or welded on.
