Antique Brass Cup makers mark ?

Hi ,
i bought this at a garage sale and it appears very old with a makers mark of 4 dots and numbered , I have searched everywhere and coming up blank.
Any info on this cup is appreciated.

Looks like pewter rather than brass but that may just be the photo - ask your local garden centre what sort of flower it is and that me give you a clue as to where it was made
