Don't think its a jack since the threads are on the outside rim of the top of the thing. Looks to me like part of a manual water pump. Hole at the bottom, a threaded outer rim for a pump handle assembly and a hole on the side that has threads. Just my 2cents

Whoops, I'm off to hunt down the creators of google images and demand an explanation of this! Although I have seen some similar stand up looking car jacks, not exactly like the ones I posted, or the ones you pump up and down, but similar...
