Looks like the fairing around a steering box from a small tractor - the hole would be where the steering wheel shaft exited. Fastener flanges on the inside? Dimensions or size?

it is 45mm long and 35mm wide I put a silver dime in so you could compare the size HH

Ron, how do you know that's right side up? Are there words or letters on it that give you that idea? I don't see any of them on it myself. Part of a vehicle, whether a toy or not.
