Looks like a "new" Christmas ornament to me! Just needs a little love, glitter, and some twine. All kidding (kind of) aside, it does look like a pendant.

As someone said, can you put something in the photo for size like a bottle cap or coin? We need the size.

Is it silver, aluminum or zinc??

It looks like it has been worn by the surf.

A picture of it was previously added of it next to a quarter. It's about 3" tall, 2-1/4" wide.
Although that puts it in the possible size range of a U.S. Navy hat badge, the shape isn't correct, noticing differences in the flukes and stock of the anchor.
