Zacman, in the 1800s and early-1900s, fashion-conscious American and European ladies wore a cloth sash around their waist, with half of a two-piece brass buckle at each end of the sash. Their sash-buckles were usually quite ornate. There were many versions. Here's a photo showing a lady from the Victorian era wearing one, and a couple of photos showing examples.
Men also wore a sash as part of a Military or Fraternal uniform, but the mens' sash-buckles tended to have a military or fraternal emblem, and were simpler in form than the ladies version.
As for a "neckerchief slide"... it is what Boy Scouts (and Cub Scouts) wear to keep their neckerchief on their neck, instead of using a knot like on men's ties.
