looks like an ear ring like they wear clipped on the upper part of the ear

It is a "cuff" earing...
OR... crystal pendent... obviously missing crystal... and the loop for hanging.
These also have been made/used for "dreadlocks" type of hair so it could also be that.

Thanks, I think its the ear cuff. Never knew about these. I found a couple other "rings" that I thought were weird because these are not completely closed. From the photos on google they are ear cuffs.

Compared to that American penny, the "diameter" is very small, and to me, may be the silver decoration formerly wrapped around an antique ink pen (feather or fountain). It is a very cool find, congrats. Sub 8-)
