I'd say pretty dang old. A button in my mind. You may be asked and given the best way to clean that up some. Also dimensions and what it is made of will maybe help in solving your mystery. It looks like a detailed and finely made button or piece of a cufflink and the dang thing could be made of silver for all you know?

Recommended steps to id the button: Does it have any inscription on the back? What is the button made of? i.e. brass, pewter, silver?
At first glance it does not appear to be military, with the exception of being a flag bearers jacket or coat button.
Looks more like a camp followers coat button.
