It looks to be a one-piece copy of spoon and wreath style buckle.

The number of stars, direction of the eagles head, and width of the attachment part for the sash are all important in pinning this one down I believe.

Yours to me looks like it's just thin stamped copper rather than cast brass like the one DCMatt posted, and I might be totally wrong too.

The posted relic is one piece pressed brass. It is not a tongue and wreath - only made to look like one. 20th C piece...
