Found this yesterday. If I were to guess I would say maybe it screws onto a window sill to lock a window?

...well it is ornate so it was meant to be seen.....is it broke at all?....is that a bird on top?...pretty darn small too....

I kind of thought it looked like bird feathers.

Not sure about it being broken. The piece that extends from the screw above the bird thing may be broken, but I can't tell.
