My idea is:

U.S. Army Infantry collar brass
Stamped numbers are possibly soldier's serial number? Never seen that on the collar brass.

What does it look like on back? Depending on method of attachment it could be an equipment tag?

But, it's my favorite forum so I spend most my T-Net time researching and trying to help.
