It is a valve handle for what is known as a butterfly valve.

Yep, the valve handle. It would only operate when you depressed the handle which moved a pin and allowed you to turn the valve. It was a safety feature to prevent unintentional movement of the valve.

My guess is it's some kind of swivel joint for a boat canvas...maybe
